Richter was born in Dresden, Germany, the son of a copperplate engraver. He studied art at the Dresden Academy of Fine Arts, where he was influenced by the work of Caspar David Friedrich and other Romantic painters. In 1823, Richter moved to Rome, where he became part of a circle of German artists known as the Nazarenes. The Nazarenes were a group of young artists who sought to revive the art of the early Italian Renaissance. Richter's work from this period is characterized by its religious and mythological themes, as well as its use of bright colors and idealized forms.

In 1827, Richter returned to Germany, where he settled in Leipzig. He began to produce a series of genre paintings that depicted the everyday lives of ordinary people. These paintings were often humorous and charming, and they quickly gained popularity with the German public. Richter also illustrated a number of books, including Goethe's Faust and Schiller's Wilhelm Tell. His illustrations are known for their wit and their ability to capture the essence of the stories they illustrate.

In 1841, Richter was appointed professor at the Dresden Academy of Fine Arts. He taught there for the rest of his life, and he had a profound influence on a generation of young artists. Richter died in Dresden in 1884. He is considered one of the most important German artists of the 19th century, and his work continues to be admired and collected today.
